Enable Canadian Dealers to Submit to AvantGuard Without Dispatch Agencies

Currently, AvantGuard cannot provide the dispatch agencies for Canadian addresses. They are working on adding that. Meanwhile, FillQuick should enable Canadian dealers to submit the customer information to AvantGuard without the dispatch agencies.
